Radiological characterization at CEA: improving dismantling strategies through innovative nuclear measurement techniques

Decommissioning and clean-up of nuclear facilities require the project managers to integrate into their strategies extensive radiological characterization campaigns, in order to assess radwaste inventories, to prepare operations and mitigate associated risks. These characterization operations can quickly become very costly and might hardly be sufficient depending on the targeted application. There is therefore a strong need to improve the characterization approach of nuclear areas, upstream of the remediation phases (initial inventory), as well as during remediation, decontamination, and radioactive waste categorization operations. A nuclear facility undergoing dismantling may be made up of a large number of premises, processes, civil engineering structures, soils and various equipments that require the implementation of an optimized radiological characterization strategy. These steps - the choice of investigations to be conducted, the choice of methods or techniques to be deployed, the radiological calculations associated with the measurements, the estimation of uncertainties - are crucial. While maintaining an approach based on an evaluation objective and a sampling strategy to achieve it, it is now possible to extract more radiological information during the non-destructive in situ measurements phases, using almost the same detection devices, but improving the data processing methods for example. We propose a set of combination of techniques and (processing) methods making it possible to collect upstream the maximum of accessible radiological information by non-destructive measurements, while minimizing more complex and costly operations, such as sampling, destructive measurements, radiochemical analyses. These technologies and methods are thus carried out without altering the measurement medium and are applicable to various radiological source terms: alpha, beta and gamma. This is the result of several years of Research and Development in the field of in situ nuclear measurements for remediation/dismantling sites and we are therefore able to offer state-of-the-art expertise in this field. Numerous non-destructive in-situ nuclear measurement techniques have already been implemented and are already providing the information needed to address dismantling scenarios. For several years, instrumentation and processing methods (algorithms) have evolved considerably. The CEA has developed new tools that extend radiological information available from the preliminary phases of in situ characterization. This new input data will make it possible to optimize deconstruction scenarios (for example, the sampling plan) by guiding and improving the choice of additional investigations to be carried out (destructive measurements) and subsequently reducing associated costs. The full paper will detail as the different techniques developed by the CEA and which are accessible to all actors of the nuclear, military or medical industry. Specific examples of implementation in actual conditions will be presented.
